Earned Value Management and Forecasting The ability to track and report sunk costs is a critical part of project management. Earned Value Management (EVM) is a technique for measuring project progress and performance in an objective manner. EVM together with an analysis of the schedule and cost variances, provide the solid foundation for budget forecasting.

EVM is part of a complete financial assessment package that includes but is not limited to the calculation of:

PROJECT OVERVIEW

Support the CBP Wireless Systems Program Directorate (WSPD) Tactical Communications Modernization Program is responsible for upgrading Land Mobile Radio (LMR) radio infrastructure and subscriber equipment.

Location: Chantilly, VA

Compensation: $75,000 - $95,000

Clearance:  CBP Suitability Clearance Required (current)

JOB DESCRIPTION AND RESPONSIBILITIES

    • • Support the central point of collaboration and governance for the planning, development, and implementation of the tactical wireless communications.
    • • Guide project management in specific disciplines which could include: Business Architecture, Quality Assurance, Process Management, and Program Control. Assist in reviewing quarterly reports, address variances, provide impact statements, and possible recommendations
    • • Responsible for providing procurement and contracts management support services to ensure the effective and efficient delivery of acquisition services in support of the customer’s mission.
  • - Requirements, purchase requests, statements of work and acquisition plan development
  • - Post award contracts administration to include; tracking resources and expenditures, identifying and analyzing buying trends, monitoring and evaluating deliverables and performance
  • - Contract change orders, incremental funding modifications, assistance related to delivery on task orders, and independent government cost estimates
  • - Support and assist in the audit and analysis of completed contracts and support processing adverse actions taken against the contract to affect the closeout of the contract
  • - Ensure that all project documentation has sufficient maturity and rigor to pass all Acquisition Decision Event (ADE) and Enterprise Architecture Decision (EAD) events
  • •  Support the government in updating the Business Case and Cost Estimating
REQUIRED SKILLS AND QUALIFICATIONS
  • • PMP Certified
  • • 5 years’ experience
  • • BA/BS (relevant field)
  • • Experience in conducting research and presenting contracting approaches and analysis, requirements analysis, and preparing all pre-contract documentation
  • • Experience in performing post-award contracts administration; tracking resources and expenditures, identifying and analyzing buying trends, monitoring and evaluating deliverables and performance
  • • Experience with the various technical aspects of wireless telecommunications, Broadband, RF and P-25 LMR systems equipment, RF system design, and systems plans and designs
  • • Familiarity with CBP Systems Engineering Life Cycle (SELC) desired


REQUIRED SKILLS AND QUALIFICATIONS

• Must have ten (10) years of work experience with projects involving management, organizational, business, and/or technical services which includes five (5) years of supervisory/management experience such as project planning and control.

• Familiarity with MS-Office automation products, including MS-Word, MS-Excel, MS-PowerPoint, and MS-Project.

• Familiarity working with Google products including Mail, Sites, Calendar, Spreadsheet, Drive, and Document.

EDUCATION

• B.A. or B.S. degree in Business, Finance, Management, Information Systems or another applicable field.

• An equivalent combination of education and experience, which provides comparable knowledge, is acceptable.

• PMI certification for Program Management Professional (PMP) is required.

• Also recommended is certification in the areas of Information Technology Infrastructure Library (ITIL) and Information Technology Service Management (ITSM).

DUTIES

• Provides broad program oversight and interfaces directly with program personnel to ensure full program results and compliance.

• Exercises independent judgment as well as a high level of analytical skill in solving complex and unusual managerial, technical and administrative problems.

• Ultimately responsible for project planning, execution and performance.

• Provides management and technical direction of projects ensuring maximum effectiveness in the use of resources for the timely completion of projects.

• Coordinates efforts and provides leadership in industry meetings.

• Provides internal planning, guidance and management structure for tracking accomplishment of work assigned.

• Performs day-to-day management of overall contract support operations possibly involving multiple projects and groups of personnel at multiple locations.

• Organizes, directs and coordinates the planning and production of all contract support activities.

• Establishes, manages and tracks program level performance metrics that are aligned with mission and financial goals.

• Demonstrates written and oral communication skills.

• Establishes and alters (as necessary) corporate management structure to direct effective contract support activities.

REQUIRED SKILLS AND QUALIFICATIONS

• Must have two (2) years of work experience with projects involving management, organizational, business and/or technical services including document delivery lifecycle, which includes change management planning and control.

• Familiarity with MS-Office automation products, including MS-Word, MS-Excel, MS-PowerPoint, and MS-Project.

• Familiarity working with Google products including Mail, Sites, Calendar, Spreadsheet, Drive, and Document.

EDUCATION

• B.A. or B.S. degree in Business, Finance, Management, or another applicable field.

• Relevant Military Experience also acceptable; (commissioned or non-commissioned officer)

• An equivalent combination of education and experience, which provides comparable knowledge, is acceptable.

DUTIES

• This position will provide task management and technical writing support to the internal management team and the customer for all activities.

• Responsible for helping Operations Manager prioritize and manage tasks and activities.

- Attends meetings, creates meeting minutes, creates action items, and tracks and manages master action item task list.

- May act as task or project lead for data center and network operations activities, and will inform Data Center Operations manager of task schedule performance.

- Helps identify and manage task and project schedule risks.

- Provides written and verbal communications leadership to the technical team and the customer.

- Responsibilities include developing, revising, and updating various types of technical documentation including standard operating procedures, work instructions, network diagrams, project plans, system guides, and reports related to data center and network operations.

- Analyzes and synthesizes data from multiple sources into a final product.

- Provides and/or coordinates special documentation as required.
